Associação DIRECTIVO ULTRAS XXI hereby conveys the following information to its employees and the public:

1) As far as is known to the public, the Association has, from the very beginning, headed against the legal mechanism of the “Expert Card” and the measures taken to create and implement it in Portugal, especially in sports venues called “Zones” with Special Conditions for Entry and Permanent Residency of Experts” (ZCEAPs), nothing more than segregated and discriminatory zones designed to completely disregard the fundamental rights enshrined in the Constitution of the Portuguese Republic, to classify and discriminate against supporters who are also citizens

2) Still in public discussions and responding to the subsequent challenge of the Culture, Communication, Youth and Sports Committee of the Assembly of the Republic through its Official Letter No. 10/12.a-CCCJD/ 2019, on January 7, 2019, the association Comments on the content of the Government’s draft Law No. 153/XIII, which aims to amend the wording of Law No. 153/XIII to combat violence, racism, xenophobia and intolerance in sporting events, introducing, among other things In addition to the measures, the legal mechanism of “Fan Card”;

4) As a matter of general common sense, although its content has been openly consulted with the Assembly of the Republic since 2019, we again attach to this communiqué a copy of the above-mentioned opinion, and we invite everyone, without exception, to read and Comment;

8) However, due to political pressures of different natures, the legal mechanisms for repealing the “walker card” are only a small part of what needs to be done, rather than completely repealing the enactment of ZCEAPs and the regulations on compulsory entry by members of organized supporter groups and Permanent use of the rules therein, these supporter groups intend to support their clubs individually and exclusively without illegal and disproportionate restrictions;

9) As a result of what has happened, and in light of the legislative changes that have taken place, its position on the matter has been discussed and debated within the Association, with a unanimous decision to maintain its position and to stand alongside the position taken and undertaken by Portugal almost All organised supporter associations and groups;

10) As it happens, in light of the recent incidents of successive disagreements, the association received on 28 May an official invitation from Sporting Club Portugal and Sporting Club Portugal – Futebol, SAD to hold a face-to-face meeting aimed at resolving the conclusion of a new protocol between the two parties. conditions, the protocol will enter into force in the 2022/2023 season;

11) In the opinion of the Association, the above invitation and the proposal to conclude a subsequent agreement constitutes a welcome recognition of the importance of the support of Sporting Club Portugal and Sporting Club Portugal – Futebol, SAD. Provided by the Association to all teams who wear our jerseys in any way, and the exemplary conduct that guides the performance of our staff to provide such support, which is generally recognized by our athletes, coaches and other technical staff;

12) The Association agrees in good faith to be present at the aforementioned face-to-face meeting, held on May 31st at 11:00 am at the Estádio José Alvalade, where the Association represents its highest body by its President of the Board of Directors and the General Assembly at the level of the President of the Board of Directors, Sporting Clubs of Portugal and Portugal Sports clubs – Futebol, SAD are represented by their support liaison officers;

13) At the aforementioned meeting, in a sincere and commendable spirit of mutual cooperation, the conditions established by Sporting Club Portugal and Sporting Club Portugal – Futebol, SAD have been submitted to the association for the conclusion of the aforementioned protocol;

14) In these conditions, the association is obliged by law to change its position on the bench at the José Alvalade Stadium, starting to position itself within the ZCEAP that currently exists on the South A bench, together with other group fan organisations ;

15) In view of this fact, a special meeting of the association was urgently arranged yesterday, dedicated to the Board of Directors of Sporting Club Portugal and Sporting Club de Portugal – Footbol, ​​SAD, which will come into force for the 2022/2023 season;

16) At the aforementioned Extraordinary General Assembly, the points contained in the proposed protocol were presented and discussed, with particular attention to the aforementioned obligations of the Association to change its positioning on the bench of the Jose Alvalade Stadium, beginning to position itself in the aforementioned ZCEAP ;

17) This is a difficult decision for the Association, but passed by an overwhelming majority at the aforementioned Extraordinary General Assembly in order to maintain its principles, mentality and coherence and to respect the positions previously taken against the creation, maintenance and attendance of ZCEAP , and essentially refuse to sign the protocol proposed by the Portuguese Sporting Club Board and Sporting Club Portugal – Futebol, SAD;

18) This decision of the association, which has been formally communicated to Sporting Club Portugal and Sporting Club Portugal – Futebol, SAD, we openly thank them for the important steps they have taken to normalize institutional relations with the association, does not constitute, obviously, Any type of refusal to dialogue, negotiate or contact the aforementioned bodies and their respective governing bodies;

19) The Association has, has and will always open the door to the foundations of understanding and dialogue necessary for healthy institutional relations, with the aim, first and foremost, of strengthening the support and strengthening of Sporting Clubs of Portugal;

20) The Association has never, does not want to, has never, and has not asked for any support, financial or logistical, to support the teams and athletes representing Sporting Clubs of Portugal;

21) Likewise, the association has never acted or aimed at prejudice to the interests (i.e. financial interests) of Sporting Club Portugal and has in the past fulfilled its financial obligations, i.e. the payment of large fines for its non-fulfillment. place of origin;

22) On the contrary, the Association requires only the respect and freedom necessary to provide such support and in this way achieve the main purpose and existence for which it was created;

23) The Association will always engage in dialogue and cooperation on the basis of the assumption of mutual respect, ensuring that there is no existing legislation preventing, restricting or penalizing the establishment of institutional relationships and mutual cooperation that would otherwise be punishable by manifestly unconstitutional penalties between private legal entities, in their laws within the scope of autonomy and outside the mechanisms of agreement established by Law No. 39/2009 of 30 July;

24) Having the respect, the will and the courage to establish and consolidate the aforementioned institutional relationships, the Association believes that the desired and open internal leagues will come closer and closer to reality and will form a stronger foundation for Sporting Portugal, for Sporting us to get used to be prepared for struggles and challenges;
